Within minutes, Pension Benefit Guaranty Corporation’s (PBGC) website, maintained by PL Systems, received incoming traffic at 100 times normal volume. We adapted, adjusted the support environment and sustained website operations for the duration of the story’s impact, while the same traffic buried other agency websites. Innovative Concepts to Advanced Solutions

In January 2014, HHS needed to demonstrate visibly, and quickly, that steps had been taken via acquisition and regulatory policy to prevent a future failed rollout similar to Healthcare.gov. The HHS Acquisition Rewrite (HHSAR) project became a highly visible focal point to the regulatory component of the HHS’s Healthcare.gov remediation plan. HHSAR project operations tempo increased significantly from January through April to create multiple revisions of the HHSAR (revised acquisition regulations). We also analyzed a large number of programs to identify and remediate programs with acquisition regulation or funding irregularities.  In multiple instances, PL Systems’ SMEs identified the issue and provided a course of action to effect remediation in partnership with HHS.

Innovative Regulation Apps: As part of PL Systems support, we created multiple specialized regulation management and comment adjudication applications, provided web content, program management, and rewrote and edited multiple handbooks and guidebooks through multiple revisions to ensure the intent of regulation was carried through policy and implemented, to facilitate future acquisitions we developed a simple, but highly effective “3-screen” view for FAR regulations, HHSAR Regulations, and linked Procedures, Guidance, and Instructions (PGI). Contracting specialists and contracting officers can operate more efficiently and have accurate current regulatory and policy guidance for their HHS acquisitions.

Our innovative web monitoring tool enabled our team to learn of the overwhelming traffic issue prior to the traffic taking down the web site. Once our technical teams were alerted the issue, we adjusted to ensure continuation of the PBGC web information delivery mission.

We made our corporate execution commitment real by working with the Fraunhofer Center at the U. of Maryland to develop a comprehensive marketing, delivery, and team development service and management delivery framework. We call it Manage, Measure, Motivate, M3. M3 institutes our organization’s CMMI level 2 rated processes. For each phase of M3, we have pre-defined processes, templates, and assessments. We use CRM tools to minimize operations costs and ensure process adherence with commensurate consistent service delivery.
